Council Brief

The following is a summary of the proceedings of the Statutory Public Meeting, and the Regular Council Meeting held July 19, 2023:

Statutory Public Meeting:

  • Council authorized the passing of By-law No. 66-23, Being a By-law to amend By-law No. 85-18, Being a Comprehensive Zoning By-law for The Corporation of the Municipality of Sioux Lookout, as amended. This will permit the construction of a Funeral Home at 18 18 and 16 Front Street).
  • Council authorized the passing of By-law No. 51-23, for Application No. OP01-2023, Being a By-law to amend the Official Plan for The Corporation of the Municipality of Sioux Lookout, as amended. This will permit four (4) residential shoreline lots, each with a minimum required lot area of 0.8 hectares, near the end of Sturgeon River Road.
  • Council authorized the passing of By-law No. 52-23, for Application No. Z02-2023, Being a By-law to amend By-law No. 85-18, Being a Comprehensive Zoning By-law for The Corporation of the Municipality of Sioux Lookout, as amended. This will permit lands on Sturgeon River Road to be rezoned from the Residential Shoreline Zone to the Residential Shoreline Exception Ten Holding Zone, to enable the creation of new lots.

Regular Council Meeting:

  • Council authorized the passing of By-law No. 72-23, Being a By-law to Authorize the Mayor and the Clerk to Execute an Agreement Between The Corporation of the Municipality of Sioux Lookout and A.J. Positano Paving o/a Duval Developments Limited for the Completion of the Sioux Lookout Airport Road Upgrades Project in the amount of $773,980.10 plus HST.
  • Council approved rental rates for Kayaks, Canoes and related equipment, as outlined in the Manager of Recreation & Culture’s Report (No. 2023-96). 
  • Council authorized the passing of By-law No. 67-23, Being a By-law to Authorize and Direct the Mayor and the Clerk to Execute Agreements and Documents Regarding the Sale of the hereinafter Described Land by The Corporation of the Municipality of Sioux to Patricia Lynn Ramirez & David Enrico Ramirez (West Lane, Hudson)
  • Council authorized the passing of By-law No. 68-23, Being a By-law to Authorize the Conveyance of certain hereinafter Described Land by The Corporation of the Municipality of Sioux Lookout to Patricia Lynn Ramirez & David Enrico Ramirez, and to Direct the Mayor and the Clerk to Execute the Transfer (West Lane, Hudson).
  • Council authorized the purchase of a John Deere 316GR Compact Wheeled Skid Steer at a cost of $89,736 plus HST.
  • Council authorized the passing of By-law No. 71-23, Being a By-law to Authorize and Direct the Mayor and the Clerk to Execute a Contribution Agreement Between The Corporation of the Municipality of Sioux Lookout and His Majesty The King In Right Of Ontario as Represented by the Minister of Municipal Affairs and Housing for the Municipal Disaster Recovery Assistance Program (MDRA). This funding will help offset some of the costs the Municipality incurred following the 2022 flooding.
  • Council authorized Staff to work with Infrastructure Ontario to borrow $610,932 towards the Wellington and First Avenue Infrastructure Upgrades Project. 
  • Council authorized and directed the Mayor to send a letter to the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada to initiate a permanent Rural and Northern Immigration Program for Northwestern Ontario beginning in August of 2024, and that the letter be copied to the Honourable Patty Hajdu, Minister of Indigenous Services and Member of Parliament for Thunder Bay; the Honourable Eric Melillo, Member of Parliament for Kenora and all Northwestern Ontario municipalities for their support.
  • Council authorized the passing of By-law No. 74-23, Being a By-law to Amend By-law No. 16-06, Being a By-law to Provide for the Maintaining of Land in a Clean and Clear Condition, as amended. This will require all property owners to mow the Municipal Boulevards next to their properties.
  • THAT Council directs staff to develop a Fundraising Policy for the Municipality of Sioux Lookout.
  • Council passed a resolution that stated the Municipality’s support of the call of the Association of Municipalities of Ontario for the Government of Ontario to introduce legislation to strengthen municipal Codes of Conduct and compliance with them in consultation with municipal governments.
  • Council approved amending Schedule “A” to By-law No. 68-22 (Being a By-law to Make Appointments to Various Boards, Commissions, and Committees) by appointing Alan Howie, Barry King, Mario Rasetti and Sean Bower to the Sioux Lookout Hydro Inc. Board of Directors; and to appoint Brent Wesley and Naomi Hoppe Mackechnie to the Municipal Committee on Truth and Reconciliation.
