Tourism Diversification Infrastructure Enhancement Study

The Sports Tourism Infrastructure Enhancement Implementation Study is a comprehensive plan aimed at positioning Sioux Lookout as a premier sports tourism hub in Northwestern Ontario. The study, completed by Deloitte, and supported by FedNor and Destination Northern Ontario, provides a roadmap for improving recreational infrastructure, expanding tourism opportunities, and strengthening community partnerships.

Key Highlights of the Study

  • Recreation Centre Development: The study emphasizes the need for a new, financially sustainable recreation facility, to address recreation gaps, enhance accessibility, and promote health and wellness.
  • Investment in Sports Tourism: Strengthening Sioux Lookout’s reputation as a destination for sports tourism by improving amenities, increasing accommodations, and attracting major events.
  • Strategic Partnerships: Engaging First Nations and Far North communities in shared planning, programming, and investment to support regional recreation needs.
  • Economic Growth & Community Benefits: By investing in sports tourism infrastructure, Sioux Lookout aims to attract new residents, businesses, and investment while supporting local economic development.
  • Implementation Strategy: A phased approach includes securing funding, forming strategic partnerships, and executing an investment attraction program to enhance local amenities and infrastructure.

Rationale for Undertaking this Project

Council chose to undertake this project to address several critical needs within the community:

  • Attracting New Residents: A key focus is attracting professionals, including healthcare workers, to Sioux Lookout. The proposed recreation facilities (if ultimately deemed viable), particularly the community pool, will provide a much-needed draw for individuals and families seeking high-quality amenities. This infrastructure will not only help attract new residents but also support the overall well-being of the community.
  • Retention of Key Roles: Ensuring that Sioux Lookout can retain residents in critical roles is a key component of this project. By improving recreational facilities and creating a sports tourism destination, the Municipality aims to foster a more vibrant, attractive community that will encourage professionals to stay long-term, supporting local institutions and employers, such as healthcare and education, in maintaining strong staff retention.
  • Expanding Tourism and Diversifying Revenue Sources: Expanding Sioux Lookout’s tourism sector is essential to diversifying its economic base. The study outlines strategies to enhance the community’s appeal to sports tourists, host major events, and create new revenue streams through tourism, hospitality, and retail sectors. By offering enhanced recreational facilities, the Municipality seeks to broaden its economic footprint, attracting new businesses and generating additional tax revenues.
  • Supporting Long-Term Economic Growth: The new sports tourism infrastructure is designed to support both current community needs and future growth, making Sioux Lookout an increasingly attractive location for investment and tourism.
  • Safety and Wellness: Pools are vital for promoting community safety, particularly through swimming lessons and water safety programs. They also offer a critical resource for physical therapy and rehabilitation, supporting the health and wellness of all residents.
  • Resident Satisfaction: Resident satisfaction with current recreational facilities is well below provincial averages, with only 49% of local respondents satisfied with recreational facilities and 53% with recreational programming. These low satisfaction rates underline the urgent need for investment in upgraded facilities to meet the needs of the growing community and improve our competitive advantages to assist local employers in attracting new talent.

Next Steps

While the acceptance of the study marks an important milestone, further business case development will be required at each step of the process. This includes evaluating the feasibility and sustainability of the proposed recreation facility before a final decision can be made regarding where and when a new facility will be constructed. Decisions on whether a pool is a viable addition to the recreational complex will also be informed by ongoing cost-benefit analysis and consultation with community stakeholders.

Key actions in the next phase will include:

✔️ Exploring financial partnerships with First Nations and other stakeholders.

✔️ Investigating site selection, facility design, and funding opportunities.

✔️ Developing an investment attraction strategy to increase accommodations and tourism infrastructure.

✔️ Implementing a marketing plan to promote Sioux Lookout as a sports tourism destination.

This milestone represents a significant step toward enhancing recreational opportunities and supporting long-term community growth. Stay tuned for updates as we move forward with the implementation strategy!
