Council Brief - January 2024

The following is a summary of the proceedings of the Regular Council Meeting held January 17, 2024:

  • Council passed By-law No. 01-24, Being a By-law to Establish and Regulate a Fire Service for The Corporation of the Municipality of Sioux Lookout and to Rescind By-law Nos. 843, 1021, and any Other By-laws to Establish a Fire Service or Fire Department for The Corporation of the Municipality of Sioux Lookout.
    • Purpose: to update the various firefighting and related services offered by the Fire Department to the community. The previous By-laws were outdated and were required to be updated. The new By-law reflects all of the current services we are trained on and have the equipment to provide.
  • Council approved the Fire Services Fees and Charges, as attached to the Emergency Services Manager/Fire Chief’s Report dated January 17, 2024.
    • Purpose: Council routinely reviews its various fees and charges. The Fire Department Fees and Charges are related to various services (inspections, etc.) that are above firefighting and rescue-related services.
  • Council passed By-law No. 06-24, Being a By-law to Authorize and Direct the Mayor and the Clerk to Execute an Agreement Between The Corporation of the Municipality of Sioux Lookout and The Loomex Group for the Provision of a Community Risk Assessment.
    • Purpose: to comply with a Provincial Government mandate that all Ontario municipalities undertake a Community Risk Assessment.
  • Council passed By-law No. 02-24, Being a By-law to Authorize and Direct the Mayor and the Clerk to Execute a Contribution Agreement Between The Corporation of the Municipality of Sioux Lookout and Northern Ontario Heritage Fund Corporation (NOHFC File No. 7401609, Tourism/Culture Intern).
    • Purpose: to authorize the execution of a funding agreement to enable the Municipality to hire an Intern to assist with various initiatives related to tourism and cultural programming and events.
  • Council directed staff to bring forward the potential purchase of “Big Belly” garbage cans for consideration as part of the 2024 budget process for Council’s consideration.
    • Purpose: to reply to a recommendation from Council’s Environment Committee, which recommended the purchase of “Big Belly” garbage cans for various areas throughout the Municipality.
  • The “Alcohol Sales in Sioux Lookout” Notice of Motion was presented and moved by Cllr. Van Breda and will be brought to Council in February for Council’s consideration.
    • Purpose: to enable Councillor Van Breda to bring forward a motion relating to concerns with the Provincial Government’s plan to make the sale of beer, wine, and spirits available for sale in convenience stores.
  • Council passed the following resolutions in Open Session regarding the Bigwood “North” Property Parcel which was discussed in Closed Session:
    • Council passed By-law No. 03-24, Being a By-law to Authorize the Mayor and the Clerk to Execute Agreements and Documents Regarding the Sale of the Hereinafter Described Land by The Corporation of the Municipality of Sioux Lookout to 1000209267 Ontario Inc. (Bigwood “North” Property Parcel)
    • Council passed By-law No. 04-24, Being a By-law to Authorize the Conveyance of Certain Hereinafter Described Land by The Corporation of the Municipality of Sioux Lookout to 1000209267 Ontario Inc. and to Direct the Mayor and Clerk to Execute the Transfer (Bigwood “North” Property Parcel).
    • Purpose: to enable the sale of certain lands in the “Bigwood Development Area” (across from the Sioux Lookout Airport).
