Council Brief - December 2023
The following is a summary of the proceedings of the Regular Council Meeting and Public Hearing held December 13, 2023:
  • Mayor Lawrance congratulated the following staff members and thanked them for their dedicated service:
    • 10 Years:
      • Matthew Lelonde has been employed with the Municipality for 10 years and has worked several roles in the Public Works Department. Mat is currently the Operations Manager in Public Works.
      • Matt Miller is celebrating his 10 year anniversary with the Municipality and is currently with the Airport, working as an Operation Technician.
    • 15 Years:
      • Carly Collins has been with the Municipality for 15 years. Carly has worked in several positions in the Finance department and is our Treasurer.
      • Chris Favot is celebrating 15 years with the Municipality and is the Operation’s Supervisor at the Recreation Center.
      • Kevin Elliott is celebrating 15 years and he works at the Airport as an Operation Technician.
      • Terry Baker is celebrating 15 years as a Volunteer Fire Fighter and Captain. Terry recently accepted a permanent job with Emergency Services as the Fire Prevention and Training Officer.
    • 20 Years:
      • Greg Olson has been with Emergency Services as a volunteer Fire Fighter for 20 years. He also is a Captain and helps train Fire Fighters.
      • Charlene Brown has been with the Recreation and Culture Department for 20 years and has worked in many different roles. Charlene is currently working as an Evening Attendant.
      • Lawrence Gale celebrates 20 years and works at the Airport as an Operation Technician.
    • 30 Years:
      • Al Howie celebrates 30 years with Emergency Services as a Volunteer Fire Fighter and a Captain. Al is dedicated and helps train new Fire Fighters.
    • 35 Years:
      • Don Carson has worked with the Municipality for 35 years. Don is with the Public Works Department and works as the Landfill Attendant.
  • During the Public Hearing Council received Report No. 2023-131, respecting the Road Allowance Closure and Sale Application for the shoreline road allowance adjacent to Eric Petersen’s property at 660 Sturgeon River Road.
  • Council passed By-law No. 103-23, Being a By-law to Permanently Close, Declare Surplus, and Authorize the Sale of a Highway of the Municipality of Sioux Lookout (660 Sturgeon River Road) at the Regular Council Meeting.
  • Council passed By-law No. 108-23, Being a By-law to amend By-law No. 50-05, Being a By-law to Adopt the Personnel Policy Manual for the Corporation of the Municipality of Sioux Lookout to update the Electronic Monitoring Policy.
  • Council declined the offer to assume the D.M. Dumphy’s Waste Disposal Site due to the potential environmental and financial liability.
  • Council directed staff, with respect to the Lost Lake Drop-in Centre, to confirm funding eligibility, review costing provided, and determine further options that may be more cost effective.
  • Council directed staff to amend the draft subdivision conditions regarding Plan of Subdivision (S02-2023) Sturgeon River Road, JAMB Developments Inc., to remove the requirements respecting Bell and replacing those clauses with a new condition that could require the developer to notify, in writing, potential purchases of the absence of Bell service.
  • Council passed By-law No. 102-23, Being a By-law to Provide for the 2024 Interim Tax Levy and Late Payment Charges, and that the 2024 Interim Tax Levy be due in two installments with due dates to be the last working date in February, and last working date in April, 2024.
  • Council passed By-law No. 104-23, Being a By-law to Authorize the Temporary Borrowing of Monies to Meet the Current Expenditures of The Corporation of the Municipality of Sioux Lookout.
  • Council approved resolutions for both the Airport and the Municipal Bank Accounts to authorize signing cheques with electronic signatures affixed as stipulated in By-law No. 09-09.
  • Council authorized the signing authorities for Municipal banking purposes and Municipal Legal Documents as follows: One of the following signers: Douglas Lawrance, Luc Beaulne, Joe Cassidy, Joan Cosco, Cory Lago, Joyce Timpson, or Reece Van Breda; and One of the following co-signers: Brian P. MacKinnon or Carly Collins
  • Council authorized the signing authorities for the Trust Funds Accounts to be Mayor Doug Lawrance, Brian P. MacKinnon, CAO and Carly Collins, Treasurer.
  • Council directed staff to submit the Resolutions for consideration at the 2024 Kenora District Municipal Association (KDMA) as follows:
    • Sioux Lookout Council Supports Town of Petrolia Council Resolution Regarding School Board Elections
    • Sioux Lookout Council Supports Lobby the Federal Government to Reinstate the Northern Allowance for the Sioux Lookout Area Notice of Motion
    • Sioux Lookout Council Supports Request for Support from The Women of Ontario Say NO, for Legislative Amendments to Improve Municipal Codes of Conduct and Enforcement
    • Sioux Lookout Council Supports NOMA and FONOM Housing Resolution
    • Sioux Lookout Council Supports Long Term Care Beds in Sioux Lookout Resolution
