The 2026–2031 Municipal Strategic Plan sets out the Municipality’s priorities for the next five years. It outlines what Council and staff will focus on, how decisions will be influenced, and how service delivery will be approached to support the community in the future.

In 2024, Council identified its key priorities and asked staff to work with the community to develop a new Strategic Plan. Throughout 2025, residents, community groups, staff, and partner organizations shared their ideas and feedback through a variety of engagement activities. This input helped shape a new strategic plan that reflects what matters most to the community, while also recognizing the Municipality’s resources and responsibilities.

The 2026-2031 Strategic Plan is the result of this community input, along with staff review and planning, to ensure the identified goals are realistic and achievable. It is aligned with other important municipal plans, including the 10-Year Capital Plan, the Asset Management Plan, the Flood Mapping and Mitigation Study, and other long-term planning documents. Together, these plans help ensure a coordinated approach to growth, investment, and service delivery that supports a strong, sustainable community.

This Strategic Plan also recognizes that while Sioux Lookout has many strengths and opportunities, the community faces real and meaningful challenges. Many of these were identified by residents during engagement activities, and similar challenges are being experienced by municipalities across Canada. Addressing them will require collaboration and continued input from the community. The Plan will shape our response to these challenges, strengthen services, and create new opportunities in the future.
