TAKE NOTICE THAT a Zoning By-law Amendment application has been submitted by Kenora District Services Board (KDSB) under Section 34 of the Planning Act, R.S.O. 1990, Chapter p. 13, as amended. The application has been submitted for portions of the subject property locally known as 15 Fair Street. The subject property contains the former high school building, a soccer field and two accessory buildings. The former high school building is currently being used as an emergency shelter, and a post-secondary education facility. The location of the subject property is included in on the last page of this Notice.
The property owner has submitted a concurrent Consent application (C02-2026) to create two new severed lots and one retained lot for a total of three lots at the subject property. Additionally, the Consent application seeks to create four easements including two access easements to the severed lots and two utility easements. The Consent application will be considered by the Committee of Adjustment at a Public Hearing on Tuesday, October 6th, 2026. If the Consent application is approved, one of the severed lots (Severed Lot #1) will be vacant and the other new severed lot (Severed Lot #2) will contain the existing soccer field. The Retained Lot will contain the existing former high school building which is being used as the emergency shelter, and a post-secondary education facility. The property owner (KDSB) is proposing to transfer Severed Lot #2, containing the soccer field, to the Corporation of the Municipality of Sioux Lookout.
The subject property is designated Residential in the Urban Sioux Lookout Settlement Area in the Municipal Official Plan; and is located in the Institutional (I) Zone in the Municipal Zoning By-Law.
The PURPOSE and EFFECT of the Zoning By-law Amendment application (Z08-2026) is to:
- Recognize the existing emergency shelter and post-secondary education uses on the Retained Lot.
- Rezone proposed Severed Lot #1 from the Institutional (I) Zone to the Multiple Residential (RM) Zone to permit multi-residential development in the future.
- Rezone proposed Severed Lot #2 containing the existing soccer field from the Institutional (I) Zone to a site-specific Open Space (OS-XX) Zone. The site-specific Open Space (OS-XX) Zone is to permit the soccer filed as a principal use, to reduce the required minimum lot area requirement for the OS Zone, and to reduce the number of parking spaces required for the soccer field.
The Council of Municipality of Sioux Lookout will consider the applications at a Public Meeting on Wednesday, October 21st, 2026, at 5:30 p.m. in Council Chambers at the Municipal Office.
If you wish to provide comments on the application, please do so in writing to the Planning Coordinator in advance of the Public Meeting. You may also provide verbal comments by calling 807-737-2700 ext. 8003 and the comments will be transcribed and presented at the Public Meeting. Further, if you wish to participate or speak at the Public Meeting, please contact the Planning Coordinator. Anyone wishing to provide comments or speak at the meeting must submit their request by phone or email by noon on October 21st, 2026.
ANY PERSON may attend the Public Meeting and/or make written or verbal representation either in support or in opposition to the proposed Zoning By-law Amendment.
If you wish to be notified of the decision of the Municipality of Sioux Lookout in respect of the proposed Zoning By-law Amendment, you must make a written request to the Planning Coordinator of the Municipality (see address below).
If a person or public body would otherwise have an ability to appeal the decision of the Council of the Municipality of Sioux Lookout to the Ontario Land Tribunal but the person or public body does not make oral submission at a Public Meeting or make written submissions to the Municipality of Sioux Lookout before the Zoning By-law Amendment is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a Public Meeting or make written submission to the Municipality of Sioux Lookout before the Zoning By-Law Amendment is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
