TAKE NOTICE THAT Official Plan Amendment and Zoning By-law Amendment applications have been submitted by Joe Cospito under Sections 17, 22 and 34 of the Planning Act, R.S.O. 1990, Chapter p. 13, as amended. The applications have been submitted for a portion of the subject lands located at 75 Fifth Avenue which is currently owned by Sioux Lookout Meno-Ya-Win Health Centre. The subject lands currently contain the William A. George Extended Care Facility, a continuum of care facility. The location of the subject lands is included in this Notice.
The applicant has submitted a concurrent Consent application (C01-2026), on behalf of the property owner, to create two new severed lots and one retained lot for a total of three lots at the subject property. The Consent application will be considered by the Committee of Adjustment at a Public Hearing on Wednesday, September 2nd, 2026. If the Consent application is approved, the new severed lots will be vacant while the retained lot will contain the existing Extended Care Facility.
The applicant is proposing a two-storey quadruplex dwelling on each of the new severed lots. Each proposed quadruplex dwelling will have two dwelling units on each floor. The ground floor area of the quadruplex is approximately 190 square metres, and each dwelling unit will have a size of 95 square metres.
The subject property is designated Institutional in the Urban Sioux Lookout Settlement Area in the Municipal Official Plan; and is located in the Institutional Exception One (I-1) Zone in the Municipal Zoning By-Law. If the Consent application is approved, the two new severed lots will be designated Institutional and located in the Institutional Exception One (I-1) Zone.
The PURPOSE and EFFECT of the Official Plan Amendment application (OP02-2026) is to amend the Official Plan and re-designate the proposed severed lots from the Institutional designation to the Residential designation to permit the proposed quadruplex dwellings. Residential development is not included as a permitted use in the Institutional designation. As a result, an amendment to re-designate the proposed severed lots from the Institutional to Residential designation is required to permit the proposed quadruplex dwellings.
The PURPOSE and EFFECT of the Zoning By-law Amendment application (Z07-2026) is to rezone the proposed severed lots from the Institutional Exception One (I-1) Zone to the Residential Type Two (R2) Zone to permit the proposed quadruplex dwellings. A quadruplex is not included as a permitted use in the I-1 Zone in the Municipal Zoning By-Law. A Zoning By-Law Amendment is required to permit the proposed quadruplex dwellings. A quadruplex is a permitted use in the R2 Zone in Section 5.2.1 of the Municipal Zoning By-Law.
The Council of Municipality of Sioux Lookout will consider the applications at a Public Meeting on Wednesday, September 16th, 2026, at 5:30 p.m. in Council Chambers at the Municipal Office.
If you wish to provide comments on the application, please do so in writing to the Planning Coordinator in advance of the Public Meeting. You may also provide verbal comments by calling 807-737-2700 ext. 8003 and the comments will be transcribed and presented at the Public Meeting. Further, if you wish to participate or speak at the Public Meeting, please contact the Planning Coordinator. Anyone wishing to provide comments or speak at the meeting must submit their request by phone or email by noon on September 16th, 2026.
ANY PERSON may attend the Public Meeting and/or make written or verbal representation either in support or in opposition to the proposed Official Plan Amendment and/or Zoning By-law Amendment.
If you wish to be notified of the decision of the Municipality of Sioux Lookout in respect of the proposed Official Plan Amendment and/or Zoning By-law Amendment, you must make a written request to the Planning Coordinator of the Municipality (see address below).
If a person or public body would otherwise have an ability to appeal the decision of the Council of the Municipality of Sioux Lookout to the Ontario Land Tribunal but the person or public body does not make oral submission at a Public Meeting or make written submissions to the Municipality of Sioux Lookout before the Official Plan Amendment is adopted and/or the Zoning By-law Amendment is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a Public Meeting or make written submission to the Municipality of Sioux Lookout before the Official Plan Amendment is adopted and/or Zoning By-law Amendment is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
