Notice to Residents

The Council of The Corporation of the Municipality of Sioux Lookout has given First and Second Readings to By-law No. 01-26, a significantly updated “Traffic & Parking Control” By-law.  By-law No. 01-26 replaces By-law No. 1071 and numerous amendments.  The new By-law modernizes how traffic and parking are regulated, ensuring safety, accessibility, and consistency throughout the Municipality.  The Municipality is seeking public comment on the By-law.

Why Was the By-law Updated?

The previous By-law, No. 1071, dates back several decades and no longer reflects the Municipality’s current road network, parking needs, or enforcement requirements.  The new By-law ensures compliance with current legislation and allows the Municipality to manage traffic and parking in a fair and enforceable way, while improving safety for the travelling public.

Key Highlights of the New By-law

  • “Downtown Core” (Sioux Lookout):
    • Slightly redraws the boundaries for clarity and reduced confusion:   and reaffirms two-hour parking.  The Downtown Core will be:  Third Avenue to Seventh Avenue, inclusive, and Front Street to Queen Street, inclusive.
    • Reaffirms two-hour parking and authorizes enforcement without signs.  Any exception to the two-hour limit will be signed.
    • The “Winter Parking Restriction” (November 1st – April 15th) has been changed to start at midnight (instead of 3:00am) in order to be consistent with the remainder of the Municipality and to facilitate snow plowing/clearing/removal activities.

  • Prohibits Overnight Parking in Municipal Parking Lots and parking lots at Municipal facilities, with the following exceptions:
    • Overnight Parking will be allowed in parking lots where signed, i.e. the Front Street Municipal Parking Lot (between Red Apple and The Hub Collective);
    • Fire Fighters parked at the Fire Hall while responding to a fire;
    • Municipal employees working a night shift.
  • Proposes a speed reduction on Lakeshore Drive from 50kph to 30kph, from its intersection with Wellington Street to its western terminus.
  • To establish a Fire Route, “No Parking” on the east side of Fifth Avenue between Princess Street and Front Street is being proposed. 
  • Provides for “No Parking” where signed at Farlinger Park/Town Beach during events and when required, for safety reasons and access by emergency services.
  • To address safety of pedestrians in the vicinity of Sioux North High School, “No Parking” is being proposed: 
    • on both sides of Second Avenue North from Fuller Street to Third Avenue; and
    • on both sides of Curtis Street from Third Avenue to the rear/west entrance of the High School.

When Will the New By-law Take Effect?

Public Review and Comment will take place from January 23rd – February 20th. It is anticipated that Council will pass the By-law at their March 18th meeting, at which time they will also approve the new Set Fine Schedule (offences and penalties). This Schedule will then be sent to the Ministry of the Attorney General for approval prior to May 15. It is anticipated that the By-law will come into effect on May 15, 2026.
