Public Notice
The following is a summary of the proceedings of the Statutory Public and Regular Council Meetings held November 19, 2025:
- Council received the Planning Report dated November 19, 2025, respecting the Zoning By-law Amendment No. Z07-2025 at the Statutory Public Meeting.
- Council passed By-law No. 65-25, Being a By-law to Amend By-law No. 85-18, Being a Comprehensive Zoning By-law for The Corporation of the Municipality of Sioux Lookout, as amended, for Application No. Z07-2025, at the Regular Council Meeting.
- Purpose: The Zoning By-law Amendment is to rezone the subject lands from the Mixed-Use Expectation One (MU-1) Zone to the Mixed Use (MU) Zone. Rezoning this land to MU will allow for residential developments at the Bigwood development.
- Council passed By-law No. 68-25, Being a By-law to Authorize and Direct the Mayor and the Clerk to Execute an Agreement between The Corporation of the Municipality of Sioux Lookout and His Majesty the King in Right of Ontario as Represented by The Honourable Mike Harris, Minister of Natural Resources.
- Purpose: To allow the Municipality to receive funding through the Ontario FireSmart Communities Grant to develop a Community Fire Protection Plan which includes wildland fire risk assessment, forest hazard analysis, community hazard maps, and mitigation strategies.
- Council approved a donation request of $1,125 to support the Sioux Seniors Christmas Dinner by providing Hub Transit service for the event on December 1st. This contribution will be funded through the Council Donation Budget, which is supported by the Municipal Accommodation Tax.
- Purpose: To ensure participating seniors, including those residing in Extended Care and local senior residences, have access to safe and reliable transportation to and from the event.
- Council approved the donation request from Kids Kaleidoscope of $5,000. This contribution will be funded through the Council Donation Budget, which is supported by the Municipal Accommodation Tax.
- Purpose: To support a community volunteer organization that provides engaging children’s entertainment and activities, enriching the community experience through art and creativity.
- Council directed staff to prepare and submit an application to the Federation of Canadian Municipalities (FCM) Green Municipal Fund under the Green Buildings Pathway – Feasibility Study. Council acknowledged the eligibility requirements of the program and authorized staff to collaborate with partners as necessary to complete the application and support documentation for the Municipality.
- Purpose: To assess building energy performance and identify practical greenhouse gas reduction measures.
- Council passed By-law No. 72-25, Being a By-law to Authorize and Direct the Mayor and the Clerk to Execute an Agreement between The Corporation of the Municipality of Sioux Lookout and The Northern Ontario Heritage Fund Corporation (NOHFC).
- Purpose: To allow the Municipality to enter into an agreement with NOHFC, which will contribute up to $500,000 towards the landscaping at the Hillcrest Development.
- Council passed By-law No. 69-25, Being a By-law to Authorize the Mayor and the Clerk to Execute Agreements and Documents Regarding the Sale of the Hereinafter Described Land by The Corporation of the Municipality of Sioux Lookout to Opus 69 LTD DBA Woodmere Developments.
- Council passed By-law No. 70-25, Being a By-law to Authorize the Conveyance of Certain Hereinafter Described Land by The Corporation of the Municipality of Sioux Lookout To Opus 69 LTD DBA Woodmere Developments and to Direct The Mayor and The Clerk to Execute the Transfer.
- Purpose: To complete the sale of Blocks E and F in the Hillcrest Development.
- Council received the Strong Mayor Powers report dated November 19, 2025.
- Purpose: To review and discuss the Mayor’s decision to promote stability, predictability, and to ensure ongoing confidence in the provision of services to the community.
- Council approved amending Schedule “A” to By-law No. 68-22 (Being a By-law to Make Appointments to Various Boards, Commissions and Committees) by adding Jessica Crawford to the Sioux Lookout Library Board and Desta Buswa to the Sioux Lookout Environment Committee.
