TAKE NOTICE THAT a Zoning By-law Amendment application has been submitted by Maxwell Morgan, on behalf of JAMB Developments Inc., under Section 34 of the Planning Act, R.S.O. 1990, Chapter p. 13, as amended, for the subject property locally known as 38 Robert Street. The location of the subject property is included in this Notice.
The PURPOSE AND EFFECT of the Zoning By-law Amendment application (Z01-2026) is to rezone the subject property from the Residential Type Two (R2) Zone to a site-specific Residential Type Two Exception (R2-XX) Zone to permit and facilitate the development of five townhouse dwelling units with attached garages. A copy of the proposed development plan is included on Page 4 in this Notice.
The subject property is a corner lot that abuts Robert Street and Third Avenue. Based on the definitions in the Municipal Zoning By-law, the lot line that abuts Robert Street is considered the front lot line, the lot line that abuts Third Avenue is considered the exterior side lot line, and the lot line that abuts the laneway to the north is considered the rear lot line.
Within the R2 Zone, townhouse dwellings are permitted, however, a townhouse dwelling is not permitted to exceed four units. In order to permit the proposed development and the associated zoning regulations, the following amendments are required to the Zoning By-law:
- A reduced lot frontage of 27.7 metres; whereas a minimum lot frontage of 35 metres is required for five townhouse dwelling units (7 metres required per unit);
- A reduced front yard of 5 metres (on Robert Street); whereas 8 metres is required; and
- A reduced rear yard of 2.9 metres (on the laneway to the north); whereas 8 metres is required.
The applicant is proposing three entrances (driveways) off of Third Avenue to provide access to the proposed townhouse dwelling units. The Municipal Entrance Policy permits a maximum of two entrances on residential properties. The applicant submitted a request under the Municipal Entrance Policy to permit the proposed three entrances. Council will consider this request concurrently with the Zoning By-Law Amendment application.
The Municipality of Sioux Lookout will consider the application at the Public Meeting on Wednesday, May 20, 2026, at 5:30 p.m. in Council Chambers at the Municipal Office.
If you wish to provide comments on the application, please do so in writing to the Planning Coordinator in advance of the Public Meeting. You may also provide verbal comments by calling 807-737-2700 ext. 8003 and the comments will be transcribed and presented at the Public Meeting. Further, if you wish to participate or speak at the Public Meeting, please contact the Planning Coordinator. Anyone wishing to provide comments or speak at the meeting must submit their request by phone or email by noon on May 20, 2026.
ANY PERSON may attend the Public Meeting and/or make written or verbal representation either in support or in opposition to the proposed Zoning By-law Amendment.
If you wish to be notified of the decision of the Municipality of Sioux Lookout in respect of the proposed Zoning By-law Amendment, you must make a written request to the Planning Coordinator of the Municipality (see address below).
If a person or public body would otherwise have an ability to appeal the decision of the Council of the Municipality of Sioux Lookout to the Ontario Land Tribunal but the person or public body does not make oral submission at a Public Meeting or make written submissions to the Municipality of Sioux Lookout before the Zoning By-law Amendment is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a Public Meeting or make written submission to the Municipality of Sioux Lookout before the Zoning By-law Amendment is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
