The following is a summary of the proceedings of the Statutory Public Meeting and Regular Council Meeting held September 16, 2026:
- Council received the presentation from MHBC Planning regarding the Official Plan Review project related to the Section 26 meeting required under the Planning Act, at the Statutory Public Meeting.
- Purpose: To introduce the public to the Official Plan Review process and emphasize the opportunities to provide input throughout the process.
- Council received the Planning Report dated September 16, 2026, respecting Official Plan Amendment OP02-2026 and Zoning By-law Amenedment No. Z06-2026 – 75 Fifth Avenue at the Statutory Public Meeting.
- Council passed By-law No. 56-26, Being a By-law to Amend the Comprehensive Zoning By-law for The Corporation of the Municipality of Sioux Lookout, as amended, for Zoning By-law Application No. Z06-2026 – 75 Fifth Avenue at the Regular Council Meeting.
- Council passed By-law No. 57-26, to amend the Official Plan for the Corporation of the Municipality of Sioux Lookout, as amended for OP02-2026, at the Regular Council Meeting.
- Purpose: To amend the Official Plan and Zoning By-law which would allow for a quadraplex to be built on the site (75 Fifth Avenue).
- Council awarded the contract for the Sanitary Sewer Inflow and Infiltration (I/I) Assessment and Rehabilitation Strategy to Civica Infrastructure Inc. in the amount of $155,386.76 excluding HST, at the Regular Council Meeting.
- Purpose: The Study will enable the Municipality to make strategic investments in sanitary sewer upgrades to ensure the effective and efficient ongoing operation of this key piece of infrastructure.
- Council received the report dated September 16, 2026 and the attached memorandum dated September 4, 2026 from TBT Engineering Consulting Group concerning the Scoped Environmental Impact Statement for 788 Highway 72.
- Purpose: To provide Council with TBT Engineering Consulting Group’s September 4, 2026 memorandum clarifying the Scoped Environmental Impact Statement, which highlights what is required before Council considers removing the Holding (H) symbol from the subject lands.
- Council passed By-law No. 58-26, Being a By-law to Authorize the Mayor and Clerk to Execute Agreements and Documents Regarding the Sale of Hereinafter Described Land by The Corporation of the Municipality of Sioux Lookout to the Sioux Lookout Area Aboriginal Management Board.
- Council passed By-law No. 59-26, Being a By-law to Authorize the Conveyance of Hereinafter Described Land by the Municipality of Sioux Lookout to the Sioux Lookout Area Aboriginal Management Board.
- Purpose: To authorize the passing of By-law Nos. 58-26 and 59-26, for the sale and transfer of 96/98 Third Street in Hudson.
- Council directed staff to submit a funding application to the Northern Ontario Heritage Fund Corporation (NOHFC) to support the creation of a one-year internship position dedicated to Coordinating Municipal Committees.
- Purpose: To seek Council’s authorization to submit a funding application to NOHFC People and Talent Program for a one-year internship position focused on coordinating Municipal Committees and governance support.
- Council directed staff to submit a funding application to the Northern Ontario Heritage Fund Corporation (NOHFC) to support the creation of a one-year internship position dedicated to Museum Collections & Special Events.
- Purpose: To seek Council’s authorization to submit a funding application to NOHFC People and Talent Program for a one-year internship position focused on Museum Collections & Special Events.
- Council approved the 2027 Estimates/Budget for the Sioux Lookout OPP Detachment Board.
- Purpose: To approve the Sioux Lookout OPP Detachment Board’s 2027 Estimate/Budget, as required by the Community Safety and Policing Act.
- Council authorized November Regular Council Meeting Cancellation.
- Purpose: To seek Council authorization to cancel the Regular Council Meeting scheduled for November 18, 2026 and to schedule the inaugural meeting which will be held on December 2, 2026.
- Council authorized the passing of By-law No. 42-26 Being a By-law to Establish a Joint Compliance Audit Committee for the 2026-2030 Term of Council for the Cities of Dryden and Kenora; the Municipalities of Machin, Red Lake and Sioux Lookout; and the Townships of Ear Falls, Ignace and Pickle Lake.
- Purpose: To establish a Joint Compliance Audit Committee and adopt its Terms of Reference, as required under the Municipal Elections Act.
- Council authorized donation requests funded through the Council’s donations budget for 2026 to the following organizations:
- Sioux-Hudson Entertainment Series, - $500;
- Skip to Equip, - $500;
- Sioux Lookout Gymnastics Club, - $500;
- Sioux Lookout Choir for their first performance, - $500;
- Sioux Lookout Food Bank. - $3000
Purpose: To issue donations to eligible local organizations, based on the organization's requests.
- Council approved amending Schedule “A” to By-law No. 68-22 (Being a By-law to Make Appointments to Various Boards, Commissions and Committees) by removing Krista Storey from the Hudson Recreation, Leisure, and Community Events Commission, decision stated in Regular Council Meeting.
- Council approved amending Schedule “A” to By-law No. 68-22 (Being a By-law to Make Appointments to Various Boards, Commissions and Committees) by removing Hari Sankar from the Environment Committee, decision stated in Regular Council Meeting.
- Purpose: To enable Council to acknowledge the resignations of community members from Hudson Recreation, Leisure, and Community Events Commission and the Environment Committee, and to amend Schedule “A” to By-law No. 68-22.
