The following is a summary of the proceedings of the Statutory Public and Regular Council Meetings held May 20, 2026:

  • Council received the Planning Report dated May 20, 2026, respecting the Zoning By-law Amendment No. Z01-2026 at the Statutory Public Meeting. Council directed staff to prepare a Council Report for a subsequent Council Meeting that considers the feedback received at the May 20, 2026 Statutory Public Meeting.
    • Purpose: To review the Zoning By-law Amendment application submitted by Maxwell Morgan on behalf of JAMB Developments Inc, to rezone the subject property known locally as 38 Roberts Street from the Residential Type Two (R2) Zone to a site-specific Residential Type Two Exception Zone to permit and facilitate the development of five townhouse dwelling units with attached garages.
  • At the Regular Council Meeting two Delegations were presented to Council, as follows:
  1. Delegation: Nicole Rogers, CEO/Chief Librarian, presented the 2025 Sioux Lookout Public Library Review.
    • Purpose: To provide an overview of Library operations and activities for the 2025 calendar year.
  2. Delegation: Jeff Palmer the Community Planner for Urban Systems presented the Sioux Lookout Visitor Data Study.
    • Purpose: To provide insight into travel patterns, visitor origins and movement trends within and around Sioux Lookout through the analysis of anonymized cellular data, supporting tourism development, business attraction and strategic investment planning by identifying key visitor markets, frequently visited locations and seasonal travel behaviours.
  • Council passed By-law No. 28-26, Being a By-law to Authorize the Mayor and the Clerk to Execute a Contract between The Corporation of the Municipality of Sioux Lookout and Newton Group Ltd. for the completion of the Sioux Lookout Municipal Airport Parking Structure Project in the amount of $5,708,752.00 plus HST.
    • Purpose: To provide additional parking at the airport as the current parking lot is insufficient, the extension will provide an additional 112 new parking spots. 
  • Council passed By-law No. 27-26, Being a By-law to Authorize and Direct the Mayor and the Clerk to Execute a Contract between The Corporation of the Municipality of Sioux Lookout and MacNaughton Hermsen Britton Clarkson Planning Limited (MHBC) for the Comprehensive Review and Update of the Municipal Official Plan and Zoning By-law for an amount of $75,000 plus HST. 
    • Purpose: To bring both the Official Plan and Zoning By-law into conformity with the Provincial Policies and legislation.
  • Council received a report from the Manager of Development Services and the Planning Coordinator regarding the Extension to the Draft Plan of Subdivision Approval for S01-2023 (2705934 Ontario Inc.) dated May 20, 2026 and granted the three-year extension to the draft plan for the subdivision. 
    • Purpose: To extend the timeline for the subdivision to allow the developer sufficient time to meet all the requirements of the Draft Plan of Subdivision. 
  • Council approved amending Schedule “A” to By-law No. 68-22 (Being a By-law to Make Appointments to Various Boards, Commissions and Committees) by adding the  Hudson Recreation, Leisure, and Community Events Commission.
  • Council approved amending Schedule “A” to By-law No. 68-22 (Being a By-law to Make Appointments to Various Boards, Commissions and Committees) by appointing Cllr. Joe Cassidy as the Council representative to the Hudson Recreation, Leisure and Events Commission.
  • Council approved amending Schedule “A” to By-law No. 68-22 (Being a By-law to Make Appointments to Various Boards, Commissions and Committees) by appointing the following applicants: Krista Storey, Michael Scott, Nicole Starratt-Rose, Sheila Byrne, and Susan Grandbois.
