The following is a summary of the proceedings of the Regular Council Meeting held March 18, 2026:

  • Delegation: Jessica Happle, Manager QMS & Compliance, from PUC/Northern Waterworks Inc. presented the 2025 Annual Drinking Water Systems Reports on the Sioux Lookout Urban Drinking Water System and Hudson Drinking Water System.
    • Purpose: To provide an overview of the drinking water systems to Members of Council, staff and the public. These reports are required under the Safe Drinking Water Act. Full reports are available digitally on the Municipal website’s Water and Wastewater page or hard copies are available at the Municipal Office and the Lost Lake Drop-in Center in Hudson.
  • Council passed By-law No. 19-26, Being a By-law to Adopt Policy No. 7-8, the Wildland Risk Assessment Policy.
    • Purpose: To establish a policy that provides staff with a framework to reduce the risk of wildland fires within the Municipality.
  • Council passed By-law No. 14-26, Being a By-law to Adopt the Municipality of Sioux Lookout Policy No. 7-7, Municipal Facilities Alcohol Policy and to Rescind By-law No. 27-13 
    • Purpose: To modernize the policy and align it with current public health recommendations, risk mitigation practices and evolving provincial standards. 
  • Council approved the allocation of $35,000 from the Municipal Accommodation Tax (MAT) Reserve to fund the remaining balance required for the reconstruction of the Boat Bay Pavillion. 
    • Purpose: To provide funding for the rebuilding of the Boat Bay Pavillion, a key gathering place for families, community members and visitors. 
  • Council passed By-law No. 13-26, Being a By-law to Authorize the Mayor and Clerk to Execute a Transfer Agreement Between The Corporation of the Municipality of Sioux Lookout and His Majesty the King in Right of Ontario as Represented by the Minister of Infrastructure.
    • Purpose: To enter into a provincial funding agreement supporting upgrades to the Wastewater Treatment Plant to increase capacity and improve system reliability as well as the Highway 72 Service Extension Project. The maximum provincial contribution $16,601,686.
  • Council passed By-law No. 18-26, Being a By-law to Authorize the Mayor and the Clerk to Execute a Contract Between The Corporation of the Municipality of Sioux Lookout and MD Landscape & Design for the Hillcrest Subdivision Landscaping Project in the Amount of $299,650.61 plus HST 
    • Purpose: To complete the landscaping for the Hillcrest Project, as this work is the responsibility of the Municipality. 
  • Council passed By-law No. 17-26, Being a By-law to Authorize the Mayor and Clerk to Execute a Contract Between The Corporation of the Municipality of Sioux Lookout and A. Villeneuve Mechanical Ltd. for the Centennial Centre Basement and Main Floor Heating and Air Conditioning System Replacement for $395,000 plus HST 
    • Purpose: To ensure consistent heating and cooling for the basement and main floor of the Centennial Centre, as the current system is obsolete and repairs are increasingly required.
  • Council passed By-law No. 16-26, Being a By-law to amend By-law No. 85-18, Being a Comprehensive Zoning By-law for The Corporation of the Municipality of Sioux lookout, as amended, to permit an extension of a temporary use. 
    • Purpose: To extend the temporary use of the ISC warehouse, which plays a vital role supplying Northern Communities with medical supplies to continue operating at its current location for three more years. 
  • Council authorized the tax adjustment under Section 357 of The Municipal Act, 2001 totaling $2,200.86 for the 2025 taxation year. 
    • Purpose: To follow legislated requirements.
  • Council authorized the tax adjustment under Section 357 of The Municipal Act, 2001 totaling $1,100.17 for the 2025 taxation year. 
    • Purpose: To follow legislated requirements.
  • Council received the Statement of the 2025 Remuneration and Expenses paid to members of Council for the fiscal period January 1 to December 31, 2025 in accordance with Section 284(1) of the Municipal Act, 
    • Purpose: To provide an overview of amounts paid to members of Council in 2025, as required under the Municipal Act. 
  • Council received the year-end update for the 2025 Municipal Operating Budget.
    • Purpose: To provide an unaudited year-end actual compared to the adopted budget. The balances are subject to adjusting entries and do not represent the Municipality’s final financial position.
