The following is a summary of the proceedings of the Regular Council Meeting held July 15, 2026:

  • Delegation: Tracy Chevrier, spoke about an issue regarding a planning matter related to her property.
    • Purpose: To request removal of the Hold on her property. 
  • Council received the Public Works Manager’s report regarding 2025/2026 winter control season and approved the transfer of $120,000 from the Road Reserve to assist with the additional costs. Council also approved any 2026 year-end surplus be returned to the Roads Reserves.
    • Purpose: To summarize the 2025-2026 winter control season and the related operational challenges.
  • Council passed By-law No. 50-26, Being a By-law to Authorize and Direct the Mayor and the Clerk to Execute an Agreement between The Corporation of the Municipality of Sioux Lookout and Keewatin-Aski Ltd. for Design and Tender Document Preparation for the Hidden Lake Landfill Leachate Collection System Rehabilitation and Access Road Construction Project in the amount of $202,250 plus HST.
    • Purpose: To support landfill operations and environmental compliance
  • Council passed By-law No. 41-26, Being a By-law to Deem the lots located at 60 Seventh Avenue and 62 Seventh Avenue in Sioux Lookout not to be within a registered Plan of Subdivision.
    • Purpose: To merge the two properties to allow future development of a quadruplex.
  • Council passed By-law No. 40-26, Being a By-law to Impose Municipal Accommodation Tax on the Purchase of Transient Accommodation in the Municipality of Sioux Lookout and Rescind By-law No. 87-19.
    • Purpose: To increase the Municipal Accommodation Tax from 4% to 6% effective January 1, 2027.
  • Council authorized the 2024 Municipal Operating surplus to transfer into the following reserves and reserve funds: $200,000 into General Reserve and $362,411 into Building Capital Reserve. 
    • Purpose: To strengthen reserve balances, support future capital requirements and reduce potential reliance on taxation revenue or long-term debt.
  • Council received the 2026 Municipal Operating Budget to Actual Update for the period January 1, 2026 to May 21, 2026.. 
    • Purpose: To provide an update to Council on the financial position of the Municipality for 2026.
  • Council passed By-law No. 43-26, Being a By-law to Adopt the Municipality of Sioux Lookout Policy No. 2-16, Municipal Flag Lowering Policy.
    • Purpose: To provide a framework for lowering the municipal flag to half-mast following the passing of a current or former member of Sioux Lookout Municipal Council.
  • Council direct staff to develop a By-law to regulate the use of fireworks in the Municipality of Sioux Lookout.
    • Purpose: To develop a by-law that will consider public safety, nuisance, noise, property protection, wildfire prevention, municipal lands, crown lands within the municipal boundary, enforcement and public education.
  • Council adopted the 2026 Amendment to the 2021-2025 Community Safety & Well-Being Plan
    • Purpose: To meet provincial requirements to complete a review of Sioux Lookout’s 2021-2025 Community Safety & Well-Being Plan. 
  • Council approved amending Schedule “A” to By-law No. 68-22 (Being a By-law to Make Appointments to Various Boards, Commissions and Committees) by removing Desta Buswa from the Environment Committee in recognition of her resignation effective June 25, 2026. Congratulations to Desta Buswa on her appointment as a Justice of the Peace for the Sioux Lookout region.
