The following is a summary of the proceedings of the Regular Council Meeting held September 17, 2025:

  • Delegation: Ron Laverty on behalf of the Nordic Nomads requested a $448 donation from the Municipality to cover the cost of the building permit for the garage they built at Cedar Bay. The volunteer group maintains the Cedar Bay trails, which are used year-round, and membership fees cover the maintenance of the trails. The group also runs a Jack Rabits program which teaches youth how to cross-country ski. The garage is used for equipment storage, a warming room and changing rooms. 
  • Delegation: James Brohm, Christine Hoey and Liz Hurlen from the Sioux Lookout Bombers requested a $15,000 donation to support phase three of renovations to the team’s area within the Municipal Recreation Centre. The total estimate cost of the renovations is $45,000. Renovations will include updates to the coach’s office and supply room on the main floor. The second floor will feature a board office and a large meeting room for team use, which could also be made available to other ice user groups.
  • Council directed staff to issue a Request for Proposal (RFP) for the lease to own of the docking system at Farlinger Park (Town Beach). 
    • Purpose: To provide the opportunity for a private investor to improve access and utilization of the docking system, by relocating the docking system as the current location is underused. 
  • Council passed By-law No. 59-25, Being a By-law to Repeal By-law No. 18-25 and to Deem the lots located at 1774 Southshore Drive and 1780 Southshore Drive not to be on a registered Plan of Subdivision. 
    • Purpose: To merge the two properties into one.
  • Council approved the allocation of $20,000 from the municipal portion of the Municipal Accommodation Tax (MAT) for a 2026 Participatory Budgeting pilot designated as a “Community Choice Project”.
    • Purpose: To provide residents with the opportunity to provide input on how funds are allocated. According to the 2025 Resident Satisfaction Survey 83% of Sioux Lookout residents would like their input to influence community decision-making. These funds will go to a project with clear community support.
  • Council authorized staff to allocate the 2022/2023 Municipal surplus of $443,718.23 to the General Reserve.
    • Purpose: To hold the surplus in the General Reserve until the 10-year Financial Plan is presented later this year, allowing Council to make a fully informed decision on the allocation of surplus funds. 
  • Council received the 2025 Municipal Operating Budget to Actual up to June 30, 2025.
    • Purpose: To provide a financial breakdown of the Municipality’s general operations up to June 30,2025.
  • Council received the Sioux Lookout OPP Detachment Board – 2024 Annual Report to Member Municipalities. 
    • Purpose: To provide Council with a comprehensive overview of crime statistics, traffic enforcement and community well-being trends while also underscoring the initiatives undertaken and the achievements realized by the Sioux Lookout OPP over the past year.
  • Council ratified direction to staff respecting disposition of land by the Municipality in Closed Session. 
  • Council authorized the Mayor and the Clerk to negotiate an agreement regarding the sale of Block E and F, Hillcrest development to Opus 69 Ltd DBA Woodmere Developments. 
    • Purpose: To advance the Hillcrest project by selling lots to interested developers.
  • Council approved amending Schedule “A” to By-law No. 68-22 (Being a By-law to Make Appointments to Various Boards, Commissions and Committees) by removing Alana Anderson from the Municipal Truth and Reconciliation Committee.
