The following is a summary of the proceedings of the Regular Council Meeting held March 19, 2025:

  • Delegation: Jessica Happl, Manager QMS & Compliance, from Northern Waterworks Inc. presented the 2024 Annual Reports on the Sioux Lookout Urban Drinking Water System and Hudson Drinking Water System.
    • Purpose: To provide an overview of the drinking water systems to Members of Council, staff and the public. These reports are required under the Safe Drinking Water Act. Full reports can be accessed digitally on the Municipal website’s Water and Wastewater page, or hard copies are available at the Municipal Office and the Lost Lake Drop-in Center in Hudson. 
  • Delegation: Nicole Rogers, Interim CEO/Chief Librarian, presented the 2024 Sioux Lookout Public Library Review. 
    • Purpose: To provide an overview of Library operations and activities for the 2024 calendar year. 
  • Council approved the Truth and Reconciliation Committee Annual Workplan and Budget. 
    • Purpose: To approve the Truth and Reconciliation Committee Workplan and Budget allocation of $2,500 for 2025.  
  • Council adopted the Truth and Reconciliation Committee’s resolution on a suggested Land Acknowledgement.
    • Purpose: To provide a Land Acknowledgement for those who wish to recognize the traditional lands of the Indigenous peoples in our region when they do not have a Land Acknowledgement of their own.  
  • Council passed By-law No. 15-25, Being a By-law to Adopt the Terms of Reference for the Sioux Lookout Truth and Reconciliation Committee and Rescind By-law Nos. 106-15, 51-18, and 01-19. 
    • Purpose: To update the Terms of Reference for the Truth and Reconciliation Committee. 
  • Council passed By-law No. 21-25, Being a By-law to Authorize the Mayor and the Treasurer to Execute an Agreement between the Corporation of the Municipality of Sioux Lookout and His Majesty the King in Right of Ontario as Represented by the President of the Treasury Board Secretariat. 
    • Purpose: To receive funding from Emergency Management Ontario for the purchase of automated sand bagging equipment. This provides action on one of the recommendations from the recent Flood Mapping and Mitigation Study.
  • Council adopted the Ontario Regulation 284/09 – Compliance Report 2025.
    • Purpose: To update Council on Municipal expenditures excluded from the 2025 approved budget, as required by Ontario Regulation 284/09. 
  • Council received the Statement of the 2024 Remuneration and Expenses paid to members of Council.
    • Purpose: To provide an overview of the amounts paid to members of Council throughout the 2024 fiscal year as required by the Municipal Act, Municipal By-law and Policy.
  • Council passed By-law No. 22-25, Being a By-law to Authorize the Mayor and the Clerk to Execute the Municipal Accommodation Tax Agreement between The Corporation of the Municipal of Sioux Lookout and the Sioux Lookout Chamber of Commerce and to Rescind By-law No. 62-21. 
    • Purpose: To establish a new Municipal Accommodation Tax Agreement between the Municipality of Sioux Lookout and the Sioux Lookout Chamber of Commerce (Municipal Accommodation Tax Committee) for five years and to rescind the previous Agreement.
  • Council passed By-law No. 11-25, Being a By-law to Amend By-law No. 85-18, Being a By-law to Adopt a Comprehensive Zoning By-law for The Corporation of the Municipality of Sioux Lookout, as amended. 
    • Purpose: The Zoning By-law Amendment is a housekeeping update to various sections and schedules of the current Zoning By-law. These updates are to improve the clarity and interpretation of the document for both staff and members of the public.
  • Council directed staff not to vest a property. 
    • Purpose: For the Municipality not to take ownership of the commercial property on Fifth Avenue.
