The following is a summary of the proceedings of the Public Hearing and the Regular Council Meeting held June 18, 2025:
- Council received the Planning Report dated June 18, 2025, respecting the Road Allowance Closure and Sale Application for the unopened road allowance on Second Avenue traversing 15 Fair Street at the Public Hearing.
- Council passed By-law No. 29-25, Being a By-law to Permanently Close, Declare Surplus and Authorize the Sale of the Highway of the Municipality of Sioux Lookout (15 Fair Street) at the Regular Council Meeting.
- Purpose: The application to purchase the unopened road allowance is to help facilitate future work and continual use of the site.
- Council passed By-law No. 43-25, Being a By-law to Authorize the Mayor and the Clerk to Execute a Contract between The Corporation of the Municipality of Sioux Lookout and A.J. Positano Paving Ltd. for the 2025 Asphalt Overlay in the amount of $329,780.00 plus HST.
- Purpose: To provide asphalt overlay on First Avenue between Prince Street and Cedar Crescent (approximately 5,760 m2) and on Atwood Street from Birchwood Crescent to First Avenue (approximately 720 m2).
- Council authorized staff to proceed with the submission of the Phase II Funding Application to the Northern Ontario Heritage Fund Corporation (NOHFC) in support of the Hillcrest Hub Landscaping Project. The total project budget is $810,235.00 plus HST, and Council approved the use of long-term debt to fund the municipal contribution of $310,235.00 plus HST.
- Purpose: To continue advancing the Hillcrest project by developing the property in a manner that supports future growth and development.
- Council authorized staff to proceed with the submission of an application under the Municipal Housing Infrastructure Program – Health and Safety Water Stream for Sioux Lookout Wastewater Treatment Plant Expansion (WWTP) and Highway 72 Servicing Extension Project.
- Purpose: To seek funding that supports critical infrastructure upgrades by expanding WWTP treatment capacity and enabling future housing development through the Highway 72 service extension.
- Council passed By-law No. 45-25, Being a By-law to Authorize the Mayor and the Clerk to Execute Agreements and Documents Regarding the Sale of hereinafter described Land by The Corporation of the Municipality of Sioux Lookout to the Sioux Lookout Hotel Investment Corporation.
- Council passed By-law No. 46-25, Being a By-law to Authorize the Conveyance of Certain Hereinafter Described Land by The Corporation of the Municipality of Sioux Lookout to the Sioux Lookout Hotel Investment Corporation.
- Purpose: To enable the sale and transfer of municipally owned lands, allowing the current owner of 10 Sturgeon River Road to provide additional parking spaces in order to better meet the minimum parking requirements for the proposed 70-unit hotel development.
- Council directed staff to support the Environment Committees initiative “Adopt-a-Block” program and approved the required funding for 2025 and 2026, to be provided through Municipal Accommodation Tax (MAT) fund.
- Purpose: To develop a program aimed at reducing litter throughout Sioux Lookout. The initiative will engage community members, businesses and organizations to adopt specific areas of the community and take responsibility for keeping those areas clean and litter-free.
- Council passed By-law No. 42-25, Being a By-law to Establish an Annual Funding Contribution to The Sioux Lookout Salvation Army.
- Purpose: To provide a five-year donation commitment, beginning in 2026 of $1,500 annually to the Sioux Lookout Salvation Army to help offset landfill disposal costs for unusable donations.
- Council passed By-law No. 41-25, Being a By-law to Establish an Annual Funding Contribution to the Sioux Area Senior’s Activity Centre.
- Purpose: To provide a five-year funding commitment to support the operations of the Sioux Area Seniors Activity Centre.
- Council directed staff to await feedback and confirmation from Keewatin-Patricia District School Board (KPDSB) regarding the potential for municipal financial support to assist with improvements to the Sioux Mountain Public School soccer field.
- Council approved up to $10,000 in funding, to be funded from the Municipality’s portion of the Municipal Accommodation Tax to support the required upgrades to the Sioux Mountain Public School Soccer field, should KPDSB be supportive of this action and agree to enter into a Use and Maintenance Agreement with the Municipality and other stakeholders.
- Purpose: To engage with KPDSB, at the request of Sioux Lookout Soccer League to coordinate cooperative efforts aimed at improving the condition of the soccer field at Sioux Mountain Public School.
- Council approved rescheduling the August Regular Council meeting to August 13, 2025.
- Purpose: To allow Council to hold the August meeting a week prior to the regular meeting date to enable Council Members and Staff to attend the Association of Municipalities (AMO) Annual Conference.
- Council approved that the September Regular Council meeting to be held in Council Chambers this year.
- Purpose: To hold the Regular Council meeting in Council Chambers, as the infrastructure in Hudson does not support livestreaming.
- Council approved amending Schedule “A” to By-law No. 68-22 (Being a By-law to Make Appointments to Various Boards, Commissions and Committees) by adding Tyler Bernier to the Environment Committee.
