The following is a summary of the proceedings of the Regular Council Meetings held August 13, 2025:

  • Brian P. MacKinnon, Chief Administrative Officer and Municipal Clerk administered the Council Declaration of Office to Ms. Darlene Angeconeb. Once completed, Cllr. Angeconeb joined the rest of Council to vote and make decisions for the Municipality. 
  • Delegation: Grace Russell from Jazz Solar Solutions, presented information to Council regarding the proposed Solar Farm project by Lac Seul First Nation. Lac Seul First Nation is currently in negotiations to purchase the Hudson Mill site, with the intent of developing a Solar Farm on the property. The project is part of the LT2 Electricity Procurement program which focuses on transmission-connected projects aimed at increasing both storage and generation of electricity. Electricity produced at this site would be transmitted to Hydro One for distribution. As the property is located within the Municipality of Sioux Lookout, a resolution of support from Council is one of the requirements Lac Seul First Nation needs to secure funding for the project. Municipal staff will prepare a report for the September Regular Council meeting regarding Council’s resolution of support.  
  • Council directed staff to submit a funding application to the Northern Ontario Heritage Fund Corporation (NOHFC) to support the creation of a one-year internship position dedicated to advancing Community Safety and Well-Being initiatives. 
    • Purpose: To enhance coordination and promote a multi-sectoral approach for the effective implementation of the Community Safety and Well-Being initiatives, including improved data monitoring and a collective response to increasingly complex social issues. 
  • Council defeated a request to submit a funding application to the Northern Ontario Heritage Fund Corporation (NOHFC) to support the creation of a one-year internship position focused on advancing data-driven decision-making and supporting the Municipality’s digital transformation efforts to enhance efficiency. 
    • Purpose: To increase capacity in digital infrastructure and data analysis thereby reducing the Municipality’s reliance on contracted IT services.
  • Council directed staff to submit a funding application to the Rural Ontario Development Program (ROD) to support the completion of a sector-based Housing Needs Assessment.
    • Purpose: To identify housing gaps and inform strategies aimed at improving housing options that support workforce development, attraction, and retention in Sioux Lookout. 
  • Council passed By-law No. 56-25, Being a By-law to Authorize the Mayor and the Clerk to Execute Agreements and Documents Regarding the Sale of hereinafter described Land by The Corporation of the Municipality of Sioux Lookout to Opus 69 Ltd. DBA Woodmere Developments. 
  • Council passed By-law No. 57-25, Being a By-law to Authorize The Conveyance of Certain Hereinafter Described Land by The Corporation of the Municipality of Sioux Lookout to Opus 69 Ltd. DBA Woodmere Developments. 
    • Purpose: To finalize the land sale and transfer of Lot 1 within Block A at the Hillcrest Hub site to Opus 39 Ltd. DBA Woodmere Developments.
  • Council passed By-law No. 54-25, Being a By-law to Authorize the Mayor and the Clerk to Execute Agreements and Documents Regarding the Sale of hereinafter described Land by The Corporation of the Municipality of Sioux Lookout to 2730152 Ontario Inc.
  • Council passed By-law No. 55-25, Being a By-law to Authorize The Conveyance of Certain Hereinafter Described Land by The Corporation of the Municipality of Sioux Lookout to 2730152 Ontario Inc.
    • Purpose: To finalize the land sale and transfer of Block C to 2730152 Ontario Inc. at the Hillcrest Hub site.
  • Council approved amending Schedule “A” to By-law No. 68-22 (Being a By-law to Make Appointments to Various Boards, Commissions and Committees) by adding Elvis Trout, Lac Seul First Nation Councillor to the Sioux Lookout Municipal Truth and Reconciliation Committee.
  • Council approved amending Schedule “A” to By-law No. 68-22 (Being a By-law to Make Appointments to Various Boards, Commissions and Committees) by removing Councillor Van Breda and appointing Councillor Angeconeb to the Municipal Truth and Reconciliation Committee. 
  • Council approved amending Schedule “A” to By-law No. 68-22 (Being a By-law to Make Appointments to Various Boards, Commissions and Committees) by removing Mayor Lawrance and appointing Councillor Angeconeb to the Sioux Lookout OPP Detachment Board.
