The following is a summary of the proceedings of the Public Hearing and the Regular
Council Meeting held July 21, 2021:

  • A Public Hearing was held to receive the Road Allowance Closure and Sale Application regarding an unopened laneway between Ethel Street and South Street in urban Sioux Lookout. There were no concerns or objections with the application, so it was added to the Regular Council Meeting Agenda. During the Regular Council Meeting Council passed By-law No. 67-2'l, Being a By-law to Permanently Close, Declare Surplus and Authorize the Sale of a Highway of the Municipality of Sioux Lookout.
  • Council authorized the passing of By-law No. 66-21, Being a By-law to Authorize the Mayor and the Clerk to execute an agreement between the Municipality of Sioux Lookout and Team Eagle Limited for the provision of a Runway Sweeper and associated training in the amount of $359,320.00 plus HST.
  • Council approved a Phase 2 application for $368,050.00 to the Northern Ontario Heritage Fund Corporation (NOHFC) Community Enhancement Program - Rural Enhancement Funding - and Council amended its earlier Resolution (Resolution No.: CL130-19) to reflect a new municipal contribution of $123,000 plus any cost overruns (from the previous amount of $85,000), to create an Indigenous Knowledge and Culture Centre.
  • Council authorized and directed staff to submit a Phase I application to the Canada Community Revitalization Fund (CCRF) for the reconstruction of the Umfreville Recreation Trail. They also directed staff to review the specifics of the project to find cost-savings and create a fundraising campaign by engaging local citizens and community groups to offset the Municipal costs.
  • Council awarded the contract for the supply and installation of emergency generators at the Municipal Office, Library and the Airport Administration Building to Cannect Electrical for $131,611.00 plus HST, and passed By-law No. 72-21 to authorize the Mayor and the Clerk to execute the agreement between the Municipality and Cannect Electrical.
  • Council awarded the contract for the Municipal Office HVAC Upgrades to Earth 4 U for $147,488.00 plus HST and passed By-law No. 71-21 to authorize the Mayor and the Clerk to execute the agreement between the Municipality and Earth 4 U.
  • In the ongoing effort by Council to promote diversity, inclusion and equality, council authorized and directed the Clerk to arrange for the painting of the Wellington street and Lakeshore Drive pedestrian crossing, using the "Progress Flag" as the image to be imposed on the pavement.
  • Council supported the Alberton Council Resolution seeking action to address the impact of drought in the District and area.
  • Council approved amending Schedule "A" to By-law No.92-18 (Being a By-law to make Appointments to Various Boards, Commissions and Committees) by deleting Kelly Anderson from the Municipal Committee on Truth and Reconciliation and Lynn Martin from the Sioux Lookout Public Library Board. Council thanked the volunteers for their time.

Council also received the following presentation from Delegations at the Regular Council Meeting:

  • Sioux Lookout Bombers Jr. A Hockey Team: Austen Hoey and James Brohm made a presentation to Council on behalf of the new hockey franchise in Sioux Lookout. They spoke about the Organizational Structure, Community Relations, Business Operations, Financials and Hockey Operations.
  • Sioux Lookout Hub Transit: Wally Beck, President of Transit Consulting Network made a presentation to Council on the Study of Hub Transit and its Municipal Engagement and Strategic Planning.
