Council Brief

The following is a summary of the proceedings of the Statutory Public Meeting and Regular Council Meeting held February 19, 2025.

  • Council received the Planning Report dated February 19, 2025, respecting Zoning By-law Amendment No. Z01-2025 and directed staff to prepare a subsequent Planning Report for presentation at a future Council meeting, considering the feedback received at the February 19, 2025 Statutory Public Meeting. 
    • Purpose: The Zoning By-law Amendment is a housekeeping update to various sections and schedules of the current Zoning By-law. These updates are to improve clarity and interpretation of the document for both staff and members of the public.  
  • Delegation: Clark Hoskin from Deloitte, presented the final report from the Sports and Tourism Infrastructure Enhancement Implementation Study. 
  • Council adopted the Sports Tourism Infrastructure Enhancement Implementation Study Final Report.
    • Purpose: The final report provided a decision-making framework for Council and Staff to use when exploring the development of a new recreation center. This framework includes numerous safeguards to ensure that all steps taken are careful and cautious throughout the project’s progression. 
  • Council adopted the Affordable Housing Strategy and directed staff to implement the recommended short-term actions while initiating further analysis of the medium and long-term recommendations.
    • Purpose: The Affordable Housing Strategy report outlined four short-term actions: streamlining development services, increasing public education, fostering collaboration and continuing grants and incentive programs.
  • Council passed By-law No. 10-25, Being a By-law to Create and Establish Terms of Reference for The Strategic Plan Development Advisory Ad Hoc Committee and directed staff to redesignate the trail areas on crown land surrounding Hudson from “Natural Resources” to “Open Space” during the next Official Plan Review. 
    • Purpose: To establish a Strategic Plan Development Advisory Ad Hoc Committee that has representatives from Sioux Lookout, Hudson and Lac Seul First Nation.
  • Council passed By-law No. 01-25, Being a By-law to Delegate the Authority to the Chief Administrative Officer to Develop, Approve, Amend and Implement all Personnel Policies and Health and Safety Policies.
    • Purpose: To ensure that personnel and health and safety policies are updated in a timely manner to meet regulatory requirements.
  • Council directed staff to implement a Resident and Non-Resident fee for Boat Launch Permits and to implement a 2% increase each year to the Resident and Non-Resident fee to align with Council’s Fees and Charges By-law. 
    • Purpose: To maintain long-term financial sustainability for boat launches by implementing a new fee structure for the sale of Boat Launch Permits.
  • Council approved the Environment Committee Annual Work Plan. 
    • Purpose: To approve the Environment Committee workplan and budget of $2,500 for 2025.
  • Council passed By-law No. 18-25, Being a By-law to Repeal Deeming By-law (By-law No. 16-23, Being a By-law to Deem 1780 Southshore Drive and 1774 Southshore Drive, Not to be on a Plan of Subdivision) 
    • Purpose: To restore 1780 Southshore Drive and 1774 Southshore Drive as separate lots, which were combined into one lot in 2023.
  • Council passed By-law No. 19-25 Being a By-law to Re-Appoint Aird & Berlis LLP Integrity Commissioner for The Corporation of the Municipality of Sioux Lookout for a Three Year Term.  
    • Purpose: To assist with conflicts of interest, investigate complaints and provide training on these matters for both Council and Boards, Commission and Committee members.
