RInC Projects (Recreation Infrastructure Canada Program)

The Recreational Infrastructure Canada (RInC) program is an infrastructure fund that is investing $500 million in recreational facilities across Canada over a two-year period. This national initiative will provide a temporary economic stimulus that will help reduce the impacts of the global recession while renewing, upgrading and expanding recreational infrastructure in Canadian communities.
In 2009, the Municipality of Sioux Lookout in conjunction with a number of partners, submitted 8 applications to the program - 6 of which were approved for RInC funding. The following tables provide information on each of these projects:

Memorial Arena Improvements
|
PURPOSE |
The proposed upgrades will greatly improve opportunities for the Sioux Lookout Memorial Arena, which serves as a catalyst for the local economy as a service centre for regional sporting events. The project will allow for increased ability to offer recreation venues, which are in high demand, while at the same time lowering operational costs and improving existing accomodations. |

Sioux Mountain Soccer Pitches
|
PURPOSE |
Soccer is an inexpensive and accessible outdoor sport. The Municipality of Sioux Lookout will construct a new soccer park with two pitches in partnership with Sioux Mountain Public School to complete the outdoor sports complex at the school site. The additional pitches will allow for expansion and improvement of local soccer programs and a new outlet for community youth to experience all the benefits of organized team sport and outdoor physical education. |

PROJECT DESCRIPTION |
Municipal Staff have met with staff from the Keewatin-Patricia District School Board (KPDSB) to review plans to construct two regulation sized soccer pitches. Additionally, the Northwestern Health Unit has approached the school board and municipality to locate a community garden on the property to be incorporated into the school curriculum and identify user groups to care for the gardens during the summer months. The project will complete the original design for an outdoors sports complex which was developed when the school was constructed in 2002. |

Outdoor Recreation Complex Improvements
Tennis Courts & Skate Park
|
PURPOSE |
Skatboarding and tennis are growing sprots in the community - they are beneficial in that access to the facilities are free, equipment required is minimal and both can be enjoyed outdoors. Improvements to these facilities will create better accessibility and a more enjoyable experience for users. |

The Municipality of Sioux Lookout will resurface both the existing Tennis Courts and Skateboard Park at the Third Avenue Outdoor Sports Complex including installation of improved skating surfacess and improved site accessibility. |

Ball Diamonds
|
PURPOSE |
Improvements to the outdoor recreation complex ball diamonds will allow for lengthened play times, additional events and tournaments, improved accessiblity and will promote outdoor physical activity. |

The project will see improvements to the sod, fencing, lighting and infield to create a safe play environment; extend the length of the baseball season; create improvements for hosting tournaments and attracting visitors to Sioux Lookout. |

Cedar Bay Riding Stables
|
PURPOSE |
The Cedar Bay Outdoor complex is seeing increased use from a number of user groups and the genral public. To ensure ists continued viability improvements must be made to existing facilities to prevent structural degradation and improve accomodations at both the Lakeshore and stable areas. |

PROJECT DESCRIPTION |
The Municipality of Sioux Lookout will repair and rehabilitate an existing municipally owned facility which features a horse stable and main lodge. This will ensure the boarding of horses for local residents and the provision of equestrian riding lessons at the complex as well as ensure that there will be year-round shelter for their owners and visitors into the future. |

7th Avenue Playground
|
PURPOSE |
Playground equipment on seventh avenuehad been removed to accommodate the entrance to the new Meno Ya Win hospital site which is currently under construction in Sioux Lookout. The Municipality of Sioux Lookout is eager to re-establish this equipment for the continued use of the families located in this neighbourhood. |

The Municipality of Sioux Lookout will replace existing recreation infrastructure and re-establish the provision of playground equipment on Seventh Avenue further north near the entrnace to the proposed 90-lot subdivision. |
